Dear Playa Encanto Homeowners,

These are the new requirements for vendors and masseuses entering the Playa Encanto guard gate

In compliance with the City of Puerto Penasco and on the advice of our attorney, vendors without the proper credentials will no longer be allowed access through the Playa Encanto guard gate.  We believe that this is an attempt by the City of Penasco to regulate unlicensed vendors and reduce crime.

Our guards will be monitoring vendors (beach peddlers), including masseuses, who will need to present a current work permit stamped by the City of Penasco and also stamped by Semarnet because most of our area lies within the federal zone.  Additionally, at a meeting of women masseurs held early in November at city government offices, it was agreed that no more permits for this type of work will be issued due to the “enormous saturation of workers in this area”.  It was further requested that persons known as Mrs. Joaquina and Don Juan be removed from the beach areas of Las Conchas, Playa Encanto, Miramar and Mirador.  Also, our guards have had some difficulty with these two vendors as well.

If, for some reason, your favorite vendor or masseur (other than Mrs. Joaquina or Don Juan) does not have the proper permit, you may instruct them to have the duty guard call you so you can come up to the gate and get them.  You will be expected to take them back to the gate upon conclusion of their service.

Construction crews, maintenance crews and cleaning people are not affected by this change.

Thank you for your cooperation and understanding.

Al Ciasca, President

Playa Encanto Civil Neighborhood Asociation., A.C.
