GENERAL MEETING

May 6, 2017

PENCA President, Al Ciasca called the meeting to order at 10:02 AM .

 

Board members present were Al Ciasca, President; Jack Garrity, President -elect; Terry Creech, Treasurer; Sharon Hill, Secretary; vocals Debra  Jackley and Jack Hall. Absent was Michael Colpitts, vocal.

 

Approval of the February 11, 2017 minutes were made in  a motion by  Sherry Schaerges and seconded by Dave Feltman.

 

 

ACTIVITIES OF THE BOARD

 

Chantai Creech arranged to have the guards attend CPR training classes.

A small trailer was purchased and customized to use on slow trash days.

Al thanked Jack Garrity and Jack Hall for the time and effort they spent to get the roads back in shape.  PENCA purchased a disk to scar the road in order to make grading much more efficient.

 

TREASURERS REPORT 

 

PENCA Treasurer, Terry Creech stated that as of March 31, 2017 PENCA assets total $162,008.84. As of March 31, 2017 , $142,456.81 has been collected in HOA service fees and miscellaneous income, with expenditures of $47,852.62 leaving a net income of $94,604.19.

 

UTILITY PROJECT

 

Terry Creech reported that as of March 31, 2017 , National Bank had a balance of $148,232.62.

Paul Hughes commended Terry Creech on a job well done of collecting past dues.

The Treasurers Report was approved by a motion from Paul Hughes and seconded by Grant Makenzie.

 

ELECTRICAL

 

Nothing new to report.

 

ROADS

 

Jack Hall explained that the purchase of the disk made all the difference in getting the road back in shape.  The disk was used to tear up the dirt in order for water to penetrate better. Also 55-56 loads of water were  used and this made the grading much more efficient.  He also said the  road watering will be done at night from now on and that this should all help with better maintenance of the road.

 

 

SECURITY AND TRASH

 

Al said that Wednesday trash pick up will resume when needed and that the smaller trailer is  working out great on slow trash days.

The guards are doing a great job and Carol Johnson commended them on being professional and friendly to everyone.

Arlen Gupton asked about the trash cans in the beach accesses and if they could be moved closer to the beach.  Marilyn Hall said that at Estero Morua  they are closer to the beach and she thought used more.  It was decided to try moving them closer and to keep trash can liners in  them.

 

ARCHITECTURAL COMMITTEE REPORT 

 

Marv  Sexson said there are two plans permitted for garages, one at Mz 12, Lot 39 and one at MZ 30, Lot 7.  He said that the fence at Muellers is a fence and not a wall so it does not require a  permit.

 

 

OLD BUSINESS

 

ESTERO MORUA

 

Marilyn Hall said, thanks  to Bert Cooper's hard work,  that members of the PENCA board  were able to attend meetings with the municipality with a clear understanding on Estero Morua's legal structure and plot plan showing both the legal location of the city streets and their dimensions. Mayor  Munro ordered the marking of the public streets in Estero Morua. Not the private streets of a private social club but the public streets of Puerto Penasco with full public access.

 

PERRY LAND DONATION

 

Marilyn reported that Liz Perry is now willing to sign over the donation property using our original negotiations.  PENCA is requiring that she present  a plot plan showing the lots  she is asking permission to develop with actual dimensions. If they meet approval with the board then a contract will be written by PENCAS attorney.  So, negotiations are still being made.

 

BY LAWS

 

Sharon Hill reminded everyone to fill out the ballot's for the bylaw revisions. She said that there will be a mail- out done for those who have not received ballots at the  meetings.

 

NEW BUSINESS

 

No new business to report.

 

A motion to adjourn was made by Sherry Schaerges and seconded by Dave Feltman.
