General Meeting

May 1, 2010

President George Stavros called the meeting to order at 10:05 a.m.

Board members present were:  President, George Stavros; President Elect, Bob Behrens; Utility Project Director, Jack Hall; Secretary, Sandy Bonebright;  Treasurer, Chris Ciasca, Debbie Reigel; Vocals, Terry Creech and Dave Feltman.

President Stavros welcomed everyone to the meeting.  The Guptons were thanked for hosting the meeting.

Minutes of the February 13, 2010 meeting were approved as written by a motion by Cris Ciasca and seconded by Apryl Erekson.

Treasurer Report

Cris Ciasca and Debbie Reigel announced that they are working together as Co-Treasurers for the remainder of 2010 and will soon have everything reorganized. Cris reported that $140,918.86 has been deposited in 2010; with expenses of approximately $60,000.00 averaging $1,500.00 to $1,600 per month, consistent with last year.

Checks should be mailed to Debbie Reigel.  Bills will be mailed soon. 

Utility Project:  Cris reported that from the onset of this Project in January 2007 through April 2010, total income including interest has equaled $3,447,424.06. Total expenditures have equaled $3,262,006.63; leaving a balance of $185,417.43.  $99,630.29 is deposited in The National Bank of Arizona and the remainder is deposited in Puerto Penasco for Contractor payments and other expenses.

The report was approved and Cris and Debbie were thanked for their efforts.

 

Utility Project

Jack Hall presented a letter from CFE stating that the Substation should be completed with power by the end of May.  The 2.34 acres that was purchased for the Substation Site finally has clear title, been approved by all parties and is legally the property of CFE.  Posts have been placed around the site and a Sign has been posted at the Substation.  A KVA Transformer will be installed soon.  The switch boxes that are needed are here and should be set this week. The pre-wiring is finished.

From the pedestal out, CFE is responsible for power; from the pedestal in, is the owner’s responsibility.

After May, anyone who hasn’t gotten their Legal Address will need to take their documents and $35.00 to the City to obtain it.  You must have an official address for billing.  Instructions are posted on the Website. 

Marilyn Hall explained that after the power is turned on; she will have packets with the documents needed to secure one’s meter from CFE.  After June these packets will be available at the Beach Office.  This format has been posted on the website.  More information and instructions will be posted after the power is turned on.

Roads

Cristian reported that work is being done to repair rain damage. Exterior roads are good and the system is working well.

Security and Trash

Proper Containers for Garbage are still needed and Garbage must be bagged.

Cristian reported that two new English speaking guards have been hired and they were introduced.  We have had no break-ins, but Los Conchos has reported a problem with break-ins there.  As an effort to deter this problem, a proposal that our guards ask incoming traffic their destination and purpose for entering Playa Encanto, sign them in and record their license plate was made and discussed. 

Architectural Committee Report

Brent Erekson reported one new build at Mz 21 Lote 12.  There are two other projects:  A guest house and garage are also being built. 

Old Business

Sharon Hill thanked everyone and reported that the response to the PENCA Beans and Rice Drive has been overwhelming.  Donations have been made to the Stavros Health Clinic; Two Fish, who prepares 800 hot meals a day; Mission One; the Food Bank; and Casa Hogar, home for the elderly.  The Bag Ladies meet on Wednesday and divide beans and rice into two pound bags and vitamins into 30 days’ supply.   Over the summer items can be dropped off at the Stavros residence, MZ 41, Lote 12.  The Bag Ladies will begin again in October. 

Margie Poturalski has phone bills.

New Business

Our next meeting will be held on Saturday, October 16.  The date has been changed from November because of conflicting dates of Halloween and the Motor Cycle Rally in town.

If anyone is interested in running for the offices of Secretary and Vocal contact Bob Behrens, head of the nominating committee.  Elections will be held in October.

With a motion by Brent Erekson and a second from Jack Hall the meeting was adjourned at 10:45.
