Alfred Ciasca, Jr. called the meeting to order at Board

REPORT Presented
by Carol Anne Ciasca, sitting in for Terry David Creech, Treasurer, as of Carol
Anne Ciasca, sitting in for Terry David Creech reported that, as of National
Bank had a balance of $131,232.65. The
Treasurers report was approved and accepted with a motion by Debra Lee Jackley
and a seconded by Alexander Gordon Makenzie. 2017
BUDGET Carol
Anne Ciasca, sitting in for Terry David Creech, stated that the annual service
fees shall remain the same for 2017. The proposed budget based on A
question by Peggy Pase about the number of homes being billed was answered by
Carol Anne Ciasca that of the 274 units billed collections were made
on 174 and 130 lots. No
other questions were asked. A
motion to accept and approve the 2017 budget was made by Carol M. Johnson
and seconded by Peggy Pase. NOMINATION
AND ELECTION OF OFFICERS John
Francis Garrity volunteered and was elected President-elect and will begin his
term on UPDATE
ON ELEC Jack
Hall stated that all is good with the electric and asked that the members
check their own meter boxes and if they need painting to get that done. He
stressed that everyone is responsible for the maintenance of their own meter
boxes. If the box needs to be replaced it must be approved and permitted
by CFE and done by an approved contractor at the owners expense. ROADS,
SECURITY AND T Al
stated that Rene is doing an excellent job on maintaining the roads and
that the guards are doing a fine job. Larry Bahn asked why the guards
don't have a phone in the guard shack and was told that Tony and Carlos's
cel numbers are on the laminated rules sheet and they can be reached in an
emergency situation by calling their cel numbers. Dawn
Fried asked why her massage therapist was denied entry by the guards. Al
answered that there has been a problem with un-permitted masseuse's trying to
enter and are being turned away by the guards. Carol Johnson stated
that when they acquire a permit they are split up in to territories and that the
people in question did not have the proper stamps on their permits. Al
said that two stamps are required on their permits and that one is for working
in the federal zone. Dawn asked if she could meet her masseuse at the gate
and escort her in and out. Al answered that would probably be alright,
but, they can't stay on property and solicit other business. Bert Cooper
asked if this would be an association liability and why we are policing
this. Al answered that the guards were getting involved because there was
fighting among these vendors and that the PENCA attorney suggested that we
require the proper permits and if they do not have them they would be
denied entry. Al stated that he would continue to work to find a
resolution to this problem. Al
stressed that it is necessary for all trash to be bagged, tied and secured in
cans with lids. It is an ongoing problem with trash being strewn all over the
place. A lively discussion ensued as to what to do with these issues. Pat
Maurant said she is tired of renters using her garbage cans. Al suggested that
if you see anyone dumping from another house or non-payers property that you get
the address and turn it in to the guards. Lajean Freeman said that if
we leave our trash cans out someone is bound to dump in them. Several people
suggested that the trash cans be put away by the guards as soon as they empty
them. Al reminded people that Carol Johnson has some nice trash cans with
lids for sale. It was also suggested that a list of non-payers be given to the
guards so they know for sure where not to pick up trash. ARCHITECTURAL
COMMITTEE Marv
Sexson said that not much is going on at the moment. He said they approved
a cistern and possibly have someone wanting to build a garage. Three lots
have sold recently so he feels that they may be potential builds. He stated that
he and Al were having a meeting with Fausto Soto soon and that there was
potential for three houses in 2017. OLD
BUSINESS Al
stated that the community center is still a work in progress and that we are
still in negotiations to acquire the lot. NEW
BUSINESS Al
announced that Marilyn Hall, Sharon Hill, and Sandra Bonebright have been
working on updating the bylaws. Marilyn explained that the bylaws have not
been updated since 2001 and need to be registered. The items in question are to
eliminate Playa Encanto Heights and Playa Encanto Shores since they are no
longer part of the subdivision and that will match the CC's and R's, propose to
hold only two general meetings a year instead of three and to allow proxies by
email and to eliminate the need to use certified mail. Email proxies would
be sent out to email addresses that are registered with PENCA. Several
members complained about the amount of dog feces in and around the beach. PLEASE

Hall mentioned that we are having smaller turnouts for our November meeting and
that we should make sure that the weekend we choose does not coincide with the
motorcycle rally and that it not be during a holiday weekend. It was agreed to
revisit this at the May meeting when we should know when the motorcycle rally
will be next year Al
welcomed some new residents to our beach beach, Matt and Libby white, Eric and
Christie Gordon, and Victor and Marianne Martinez. The
meeting was adjourned at A
