The Play Encanto Neighborhood Civil Association (PENCA) is a not for profit organization that seeks to provide services to the homeowners of Playa Encanto, which cannot be obtained from the city of Puerto Penasco. Its overall objective is to make Playa Encanto a safe, clean and enjoyable place to live or vacation. All officers of PENCA are volunteers and receive no compensation for their work.

 Currently PENCA provides the following services to its members.

Over 96 percent of the houses in Playa Encanto are members of PENCA .
