Dear Playa Encanto Homeowner/Lot Owner: 

The proposal for Electrical Power for Playa Encanto was presented and has received a vote of approval from our membership. Some 268 letters of explanation with ballots were mailed and promptly returned. 172 members in good standing responded favorably with 12 members in good standing voting no. 

Time is of the essence - we have only until October 24, 2007 to establish right of way, secure interior surveys and engineering plans and obtain bids to begin this project or lose our allotment of power. There are no funds to cover these preliminary costs. 

The estimated cost of obtaining power for Playa Encanto is $7,500 per meter, per Lot.

If the Puerto Penasco power company determines that your home or lot requires an additional meter, the cost will be $7,500 per additional meter, as well. 

Enclosed is a bill for 1 meter in the amount of $7,500.00 per lot or home that you currently own. You may pay the entire amount or make 2 payments as follows:  The first installment of $5,000.00 per meter is due March 31, 2007.  Second installment of $2,500.00 per meter is due by March 1, 2008. 

Note:  Initial payments made after March 31, 2007 will be assessed a penalty fee of $2,500 as approved by the membership at the November 2006 Homeowner’s meeting. 

Please send a separate check for the meter bill.  Do not combine it with your dues/service fee payment.  All monies collected for the power will be deposited in a new HOA bank account. Payments relative to the electric service will be written from this new account as well.  The fees and expense will be maintained separately from the regular business operations of our Homeowner’s Association.
